We provide information on how e-cigarettes and refill containers, herbal products for smoking, tobacco products and tobacco free nicotine products are regulated in Sweden. This information applies to manufacturers, importers, wholesalers and retailers of these products.

Tobacco manufacturers and importers are responsible for marking the products with the traceability marking and the security features. This has to be correctly done to secure that the markings are tamperproof.

Wholesalers and distributors of tobacco products may only sell tobacco products with traceability markings and security feature to other economic operators and operators at first retail outlets. To register events more efficient and easy, aggregated unique identifiers can be created.

Retailers of tobacco products are responsible for securing that all unit packets of tobacco have the correct labelling, for cigarettes and roll-your-own tobacco this includes traceability marking and security features.

The Public Health Agency of Sweden is responsible for overall coordination and monitoring of a policy for alcohol, narcotics, doping, tobacco and nicotine products, and gambling 2022–2025.

Cigarettes intended for consumers on the Swedish market must comply with the rules in the Act on Tobacco and Similar Products and other relevant legislation. For example the Act on Tobacco Tax.

Daily cigarette smoking has decreased in Sweden since the 1980s. This decrease coincides with the broad tobacco prevention efforts that have been carried out during the same period.
