Apply for a permit – Goods dangerous to health

If your business handles goods dangerous to health, a permit from the Public Health Agency of Sweden is required. Here, you can read more about how to apply for a permit.

A permit is required for goods dangerous to health to be imported into the country, transferred, manufactured, acquired for the purpose of transfer, procured, processed, packaged, transported, stored or otherwise handled, offered for sale, or possessed. A permit is required regardless of the quantity you intend to handle.

Renew your permit in time (The permit is valid for a maximum of one year)

Since a permit is required for the possession and handling of goods dangerous to health, it is important to remember to apply for a renewed permit for quantities previously purchased, but not yet used, under a valid permit. Issued permits are valid for a maximum of one year. Since the processing time for a new permit can take up to two months, it is crucial to submit your application in advance.

If your business intends to continue handling goods dangerous to health, it is your responsibility to ensure that a valid permit is in place for handling these goods. We do not send any reminders to you to apply for a new permit when a permit period is about to expire.

Handling goods dangerous to health without a permit is illegal and may result in criminal liability. We may file a police report if there is suspicion that goods dangerous to health have been handled without a permit.

Exceptions to the permit requirement

Gamma-butyrolactone (GBL) and 1,4-butanediol (1,4-BD) may be necessary for use in industrial manufacturing, and therefore there are exemptions from the permit requirement in certain cases. You, the person handling the mixtures, are responsible for assessing and verifying whether your handling meets the criteria for exemption. For example, denaturation may be exempt from the permit requirement. Provisions regarding exceptions can be found in our regulations on exemption from the requirement for a permit according to the Act on Prohibition of Certain Goods Dangerous to Health.

Exceptions to the permit requirement can be granted if the mixtures meet all three of the following criteria:

  • contain GBL and/or 1,4-BD,
  • are handled for industrial or scientific purposes,
  • are prepared in such a way that GBL and/or 1,4-BD cannot easily be used or extracted through methods that are easy to apply or are profitable.

If you do not meet the criteria for exemption, you must apply for a permit for goods dangerous to health.
