Electronic cigarettes and refill containers intended for consumers on the Swedish market must comply with the rules in the Act on Tobacco and Similar Products and other relevant legislation. For example the CLP and Reach regulation.

In Sweden, there are requirements in other legislation than the Act on Tobacco and Similar Products that applies to e-cigarettes and refill containers.

  • CLP and Reach regulation and general rules for chemical products. If you have questions about CLP and Reach regulation or general rules for chemical products and how they may be applicable on e-cigarettes and refill containers, please contact the Swedish Chemicals Agency.
  • Excise duty. If you have questions about excise duty on certain nicotine goods, including e-liquids and other nicotine goods, please contact the Swedish Tax Agency.
  • Product Safety. The regulation in the Product Safety Act also applies to e-cigarettes and refill containers.
  • Safe and interference-free electricity. If you have questions about safe and interference-free electricity and how they may be applicable on e-cigarettes or parts of e-cigarettes, please contact the National Electrical Safety Board.
