Labelling requirements on electronic cigarettes and refill containers
Electronic cigarettes and refill containers that are available to consumers on the Swedish market must carry health warnings and a content declaration on its packages. Unit packets of e-cigarettes and refill containers must also include a leaflet.
The labelling requirements cover packaging. Packaging includes:
- Unit packet, the smallest individual packaging of e-cigarettes and refill containers that is available on the market.
- Outside packaging, any packaging in which e-cigarettes and refill containers are available on the market and which includes a unit packet or an aggregation of unit packets; transparent wrappers are not regarded as outside packaging.
E-cigarettes and refill containers that are available to consumers on the Swedish market must carry health warnings and a content declaration on its packages. Unit packets of e-cigarettes and refill containers must also include a leaflet. As a manufacturer or importer you are responsible for ensuring that the packet carries correct health warnings and content declaration as well as a leaflet is included in the packages. There are also some elements or features that may not be presented on the packaging of e-cigarettes or refill container or the product itself, prohibited product presentation.
Health warning
Each packaging of e-cigarettes and refill containers must carry the following health warning in Swedish, note that the health warning ends with a period:
Denna produkt innehåller nikotin som är ett mycket beroendeframkallande ämne.
The health warning must:
- appear on the two largest surfaces of the unit packet and any outside packaging,
- cover 30 percent of the surfaces of the unit packet and any outside packaging,
- be printed in black Helvetica bold type on a white background,
- use the font size that ensures that the text occupies the greatest possible proportion of the surface reserved for the health warning,
- be at the centre of the surface reserved for them, and on cuboid packets and any outside packaging; the health warning must be parallel to the lateral edge of the unit packet or the outside packaging, and
- be parallel to the main text on the surface reserved for the warning.
Information leaflet
Unit packets of e-cigarettes and refill containers must include a leaflet with information in Swedish about:
- Instructions for use and storage of the product, including a reference that the product is not recommended for use by young people and non-smokers.
- As part of the instruction, refillable e-cigarettes and refill containers must also include appropriate instructions for refilling, including diagrams. Depending on the type of refill mechanism, the instructions must either indicate the width of the nozzle or tank opening, or the types of docking system with which such e-cigarettes and refill containers are compatible.
- Contra-indications.
- Warnings for specific risk groups.
- Possible adverse effects.
- Addictiveness and toxicity.
- Contact details of the manufacturer or importer and a legal or natural contact person within the European Union.
Content declaration
Packaging of e-cigarettes and refill containers must have a content declaration in Swedish that includes:
- A list of all ingredients contained in the product in descending order of the weight.
- An indication of the nicotine content of the product and the delivery per dose.
- Batch number.
- A recommendation to keep the product out of reach of children.
Prohibited product presentation
Packaging of e-cigarettes and refill containers or the product itself must not include any elements or features that:
- Suggests that a particular product is less harmful than other such products.
- Information about the tar or carbon monoxide content of the product.
- Resembles a food product.
- Resembles a cosmetic product.
- Suggests that a certain product has environmental advantages.
- Refers to smell or additives, with the exception of flavourings.
The unit packets and any outside packaging must not suggest economic advantages by including printed vouchers, offering discounts, free distribution, two-for-one or other similar offers.
